Over the years, I’ve had the privilege of studying hundreds of Performance Management Systems (PMS) Software, often built with the absolute best intentions by talented internal IT teams or external tech partners.

Whether they use Balanced Scorecard, KPIs, or OKRs, they almost all share the same fatal flaw.

They are built horizontally.

Here is what that looks like: An employee logs in, types in their personal goals, does the work, and uploads their results. The manager clicks “approve.”

It looks like a working system. But it is actually a digital filing cabinet for isolated tasks.

Here is why horizontal performance software is dangerous, and why your system must be vertical.

The Danger of “Horizontal” Software

Too often, IT-built performance management software is just a digital form for text and numbers. Because developers and HR professionals speak different languages, the true strategic intent gets lost in translation during requirements analysis. This classic ‘Business-IT Alignment Gap’ results in software that tracks data but fails to drive performance.

They miss the business strategy.

When a PMS is horizontal, it creates three massive problems:

  1. The “Busy Work” Illusion: Employees can achieve 100% of their individual goals, upload their results, and get a perfect appraisal while the company completely misses its annual targets. Everyone is working hard, but in the wrong direction.
  2. The Silo Effect: Horizontal software treats every employee like an island. The marketing team™s goals have no visible link to the sales team™s goals. There is no collaboration, only individual data entry.
  3. Broken Accountability: If a department fails, the manager can blame the individuals. If the company fails, the CEO can blame the departments. Because the goals aren’t connected, no one takes ownership of the big picture.

The Solution: Build a “Vertical” PMS

A true Performance Management system must be vertical. It must act like a tree, where every leaf is connected to a branch, and every branch is connected to the trunk.

In a vertical PMS, goals cascade from the top down:

  1. Corporate Goals (The Trunk): What must the whole company achieve this year? (e.g., “Increase total market share by 10%”).
  2. Department Goals (The Branches): How does each department support the corporate goal? (e.g., Sales: “Close 50 new enterprise deals.” Marketing: “Generate 500 qualified leads.”).
  3. Individual Goals (The Leaves): What will this specific person do to support the department? (e.g., Sales Rep: “Conduct 10 enterprise demos a week.”).

The software must force this connection. An individual should not be able to set a goal unless it is visibly linked to a department goal, which is linked to a corporate goal.

What to Tell Your IT Team

If you are asking your IT department or a software vendor to build your PMS, do not just ask for “goal tracking”, Performance Management Software, KPI Software, Performance Appraisal, or “appraisal forms.”

Tell them you need Goal Cascading Logic.

  • Horizontal IT Build: “Create a page where employees can type their KPIs and upload a PDF of their results.”
  • Vertical IT Build: “Create a goal cascading mechanism that aligns Corporate Strategic Objectives into Departmental Operating Objectives, then to Individual Employee Objectives. All KPIs and Objectives at each level shall be aligned with and contribute to the achievement of the higher-level strategic priorities.”

The Bottom Line

Performance management is not just about evaluating the past. It is about aligning the future.

If your software is horizontal, you are just collecting individual to-do lists. If your software is vertical, you are building a unified engine for business success.

Stop building flat systems. Start building vertical alignment.
